Not enough citations in the Comm. of the ACM

For my students writing essays, in computer science or the history thereof: No citations or not enough citations to your peers gets you into trouble. See the comments section of this recent article in the Communications of the ACM: https://cacm.acm.org/magazines/2018/3/225475-a-programmable-programming-language/fulltext

On the one hand the authors are quite right to rebut as follows: "Since CACM limits the number of citations, we focused on providing in-depth citations for our new work ..."  On the other hand, there are easy workarounds that still respect CACM's editorial policy. For example, the authors could have explicitly added a link in their article to their webpage, which in turn could contain a more detailed bibliography along with a longer discussion of related work.
